ND not matching ND offender PDF list
We talked with the North Dakota registry about why Nolan Wayne Leean is not included in NSOPW search results.
The reason is, their policy is to only include High Risk and Lifetime offenders in search results. They apply this policy for searches done on their public site as well as for searches done on the NSOPW site.
They do offer public users a PDF listing of all North Dakota offenders and, as you correctly noted, Nolan Wayne Leean is included in this PDF file. But, since he is not a High Risk or Lifetime offender, he is not included in North Dakota or NSOPW offender search results.
